Whereas pursuant to subsection 2 (1) of the Executive Council Act, a member of the Executive Council has been appointed under the Great Seal to hold office as the Minister of Agriculture, Food and Rural Affairs;
Therefore, pursuant to subsections 2 (2), 5 (1) and 8 (1) of the Executive Council Act:
Minister to preside over Ministry
- The Minister of Agriculture, Food and Rural Affairs (the 鈥淢inister鈥) shall preside over a ministry known as the Ministry of Agriculture, Food and Rural Affairs (the 鈥淢inistry鈥).
Minister
- The Minister shall exercise the powers and perform the duties, functions and responsibilities that are assigned by law to the Minister or that may otherwise be assigned to or undertaken by the Minister in respect of agriculture, food and rural affairs and any other matters related to the Minister鈥檚 portfolio.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities under the Nutrient Management Act, 2002, in respect of: the development and approval of nutrient management plans and strategies; registries for nutrient management plans and strategies and other documents; licences and certificates; authorizations; and the delegation of powers and duties pursuant to section 56 of the Nutrient Management Act, 2002.
- The Minister may exercise any of the other powers, or perform any of the other duties and functions in respect of the Nutrient Management Act, 2002 which can be applied to support the responsibilities assigned to the Minister, including, but not limited to, responding to appeals of decisions of the Environmental Review Tribunal arising out of instruments issued by the Ministry.
Ministry
- The Ministry shall carry out the functions, responsibilities and programs that are assigned by law to the Ministry or that may otherwise be assigned to or undertaken by the Ministry in respect of agriculture, food and rural affairs and any other matters related to the Minister鈥檚 portfolio.
- The Ministry shall carry out the functions, responsibilities and programs under the Nutrient Management Act, 2002, in respect of: the development and approval of nutrient management plans and strategies; registries for nutrient management plans and strategies and other documents; licenses and certificates; and authorizations.

- The Minister shall exercise the powers and perform the duties, functions and responsibilities that had been previously assigned and transferred to the Minister of Citizenship and Immigration under Order in Council O.C. 1338/2016 dated September 14, 2016, as amended, in respect of citizenship and immigration matters, except as it relates to immigration training programs, the Fair Access to Regulated Professions and Compulsory Trades Act, 2006, and the 澳门永利 Immigrant Nominee Program, and such powers, duties, functions and responsibilities are assigned and transferred accordingly. These include but are not limited to the powers, duties, functions, and responsibilities of the Minister of Citizenship and Immigration in respect of the following Acts:

Minister to preside over Ministry
- The Minister of Finance (the 鈥淢inister鈥) shall preside over a ministry known as the Ministry of Finance (the 鈥淢inistry鈥).

- The Minister shall exercise the powers and perform the duties, functions and responsibilities that are assigned by law to the Minister or that may otherwise be assigned to or undertaken by the Minister in respect of finance, revenue and any other matters related to the Minister鈥檚 portfolio, except as otherwise provided in this Order.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities in respect of the Financial Administration Act provisions that are referred to in Column B of Appendix A to this Order in Council.
- The Minister shall share with the President of the Treasury Board the powers, duties, functions and responsibilities in respect of the Financial Administration Act provisions that are referred to in column D of Appendix A. Shared powers, duties, functions and responsibilities may be exercised or performed by each minister individually or by both ministers jointly.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities of the Chair of the Management Board of Cabinet described in subsection 4(2) of the 澳门永利 Lottery and Gaming Corporation Act, 1999 in respect of the approval of the acquisition, holding or disposition of any interest in real property by the 澳门永利 Lottery and Gaming Corporation.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities of the Minister of Transportation under subsection 118(2) of the Public Transportation and Highway Improvement Act in respect of the Electric and Hydrogen Vehicle Incentive Program (鈥EHVIP鈥) and the Electric Vehicle Charging Incentive Program (鈥EVICP鈥) such that the Minister of Finance shall be responsible for receiving applications and verifying eligibility for EHVIP and EVICP grants.

- The Ministry shall carry out the functions, responsibilities and programs that are assigned by law to the Ministry or that may otherwise be assigned to or undertaken by the Ministry in respect of finance, revenue and any matters related to the Minister鈥檚 portfolio.

On the recommendation of the undersigned, the Lieutenant Governor of 澳门永利, by and with the advice and concurrence of the Executive Council of 澳门永利, orders that:

Whereas pursuant to subsection 2(1) of the Executive Council Act, a member of the Executive Council has been appointed under the Great Seal to hold office as the Minister of Government and Consumer Services;
Therefore, pursuant to subsections 2(2), 5(1) and 8(1) of the Executive Council Act:
Minister to preside over Ministry
- The Minister of Government and Consumer Services (the 鈥淢inister鈥) shall preside over a ministry known as the Ministry of Government and Consumer Services (the 鈥淢inistry鈥).
Minister
- The Minister shall exercise the powers and perform the duties, functions and responsibilities that are assigned by law to the Minister or that may otherwise be assigned to or undertaken by the Minister in respect of Government services, Service澳门永利, consumer protection services, Government property and any other matters related to the Minister鈥檚 portfolio.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities that had previously been assigned and transferred to the Minister of Government and Consumer Services under Order in Council O.C. 217/2015 dated February 18, 2015, as amended, and such powers, duties, functions and responsibilities are assigned to the Minister accordingly.
- The Minister shall share (with the President of the Treasury Board) the powers, duties, functions and responsibilities in respect of the Ministry of Government Services Act insofar as they may be necessary or advisable for the purposes of presiding over the Ministry and otherwise exercising the powers and performing the duties, functions and responsibilities related to the Minister鈥檚 portfolio. Shared powers, duties, functions and responsibilities may be exercised or performed by each minister individually or by both ministers jointly.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities that had previously been assigned and transferred to the President of the Treasury Board under Order in Council O.C. 218/2015 dated February 18, 2015, as amended, in respect of information technology services other than those provided by the central agencies information and information technology cluster, and such powers, duties, functions and responsibilities are assigned and transferred to the Minister accordingly.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities that had previously been assigned and transferred to the Minister of Infrastructure under Order in Council O.C. 1342/2016 dated September 14, 2016, in respect of certain Government property matters as specified in this Order in Council, and such powers, duties, functions and responsibilities are assigned and transferred to the Minister accordingly. These include but are not limited to:
- the powers, duties, functions and responsibilities in respect of the SkyDome Act (Bus Parking), 2002; and
- the powers, duties, functions and responsibilities of the Minister of Infrastructure under the following provisions:
- Fish and Wildlife Conservation Act, 1997, subsection 81(3)
- 澳门永利 Water Resources Act, subsection 26(2)
- Public Lands Act, subsection 46(2) (shared with the Minister of Infrastructure).

- The Ministry shall carry out the functions, responsibilities and programs that are assigned by law to the Ministry or that may otherwise be assigned to or undertaken by the Ministry in respect of Government services, Service澳门永利, consumer protection services, Government property and any other matters related to the Minister鈥檚 portfolio.
- The Ministry shall carry out the functions, responsibilities and programs that had previously been carried out by the Ministry of Government and Consumer Services under Order in Council O.C. 217/2015 dated February 18, 2015, as amended, and such functions, responsibilities and programs are assigned to the Ministry accordingly.
- The Ministry shall carry out the functions, responsibilities and programs that had previously been carried out by the Treasury Board Secretariat under Order in Council O.C. 218/2015 dated February 18, 2015, as amended, in respect of information technology services other than those provided by the central agencies information and information technology cluster, and such functions, responsibilities and programs are assigned and transferred to the Ministry accordingly.

- The Minister shall exercise the powers and perform the duties, functions and responsibilities that had previously been assigned and transferred to the Minister of Housing under Order in Council O.C. 1206/2016 dated August 4, 2016 in respect of housing and such powers, duties, functions and responsibilities are assigned and transferred accordingly, including but not limited to the powers, duties, functions and responsibilities of the Minister of Housing in respect of the following Act:
- Housing Development Act.
