Amendments to the Natural Gas Reporting and Record Keeping Requirements (RRR) — Rule for Gas Utilities

Amendments made on March 27, 2024 come into effect on March 27, 2024:

Note: The text of the amendments is set out in italics below, for ease of identification only.

1. Section 1.8 of the Natural Gas Reporting and Record Keeping Requirements (RRR) – Rule for Gas Utilities is amended by adding the following:

   The deletion of sections 2.1.12, 2.1.20 and 2.1.21 of this Rule comes into force on March 27, 2024 and is applicable to all filings due on or after that date.

2. Section 2.1 of the Natural Gas Reporting and Record Keeping Requirements (RRR) – Rule for Gas Utilities is amended by deleting sections 2.1.12, 2.1.20 and 2.1.21.

Notice of decision of the Minister of Health under s. 74(6) of the Personal Health Information Protection Act, 2004:

Proposed amending regulation to support the consolidation of local health integration networks into �������� Health atHome

Under subsection 74(6) of the Personal Health Information Protection Act, 2004 (PHIPA), the Minister of Health may decide that the public consultation requirements under subsections 74(1) to (5) should not apply to the power of the Lieutenant Governor in Council to make a regulation under section 73 of PHIPA. The Minister is required to provide public notice of this decision and a statement of the reasons for the decision.

When proclaimed into force, the Convenient Care at Home Act, 2023 would establish a Service Organization named �������� Health atHome by amalgamating the province’s 14 local health integration networks (LHINs), known as Home and Community Care Support Services organizations, and the LHINs would no longer exist. �������� Health atHome would provide all the same services to patients and the public that the LHINs provide. �������� Health atHome would also provide operational supports to health service providers and designated �������� Health Teams funded by �������� Health to provide home and community care services under the Connecting Care Act, 2019 to enable the providers and Teams to deliver home and community care services to their patients.

To support proclamation of the Convenient Care at Home Act, 2023, the Government of �������� is proposing to make consequential amendments to s. 3(8) O.Reg. 329/04 (general) under PHIPA, which currently refers to the LHINs. The proposed amendment would strike out “local health integration network” and substitute the organization replacing the LHINs: “the Service Organization continued under section 27.2 of the Connecting Care Act, 2019”.

Upon coming into effect, this amendment would make �������� Health atHome, like the LHINs are now, a health information custodian and a single health information custodian with respect to all its functions, and it would be deemed to be included in the list of types of custodians referred to in subsections 20 (2) and (3), clause 38 (1) (a) and subclause 39 (1) (d) (i) of the Act. This would enable �������� Health atHome to continue providing home and community care services seamlessly to its own patients.

If approved, the proposed regulation would come into effect upon proclamation of the Convenient Care at Home Act, 2023 that would amalgamate the LHINs into �������� Health atHome.

I have determined that the foregoing proposed amendments are of a minor and technical nature and that the consultation requirements under subsections 74(1) to (5) should therefore not apply to them.
