The period for the submission of public comments and for the requiring of a hearing, provided for in the Notice of Completion of the Ministry Review of the environmental assessment for the above noted undertaking, expired on January 18^th, 1999. I received two public submissions before the expiration date. I have received no requirement for a hearing.

Take notice that, having considered the purpose of the Environmental Assessment Act, the Environmental Assessment, the approved Terms of Reference for the preparation of the Environmental Assessment, the Ministry Review, and the public submissions, I hereby give approval under section subsection 9(1) of the Environmental Assessment Act, to proceed with the above noted undertaking, subject to the conditions set out in Attachment A to this notice.

Reasons

My reasons for giving approval are:

1. The Environmental Assessment was prepared in accordance with the approved Terms of Reference.
2. All concerns raised in the Ministry Review of the Environmental Assessment can be addressed through conditions of approval.
3. Concerns raised in the public submissions can be appropriately addressed through the conditions of this approval and through the necessary approvals under the Environmental Protection Act.
4. Having considered the Environmental Assessment, the approved Terms of Reference for the preparation of the Environmental Assessment, the Review, and the public submissions, I am of the view that approval of the undertaking is in keeping with the purpose of the Environmental Assessment Act.
